The Bureaucrat's Permission Slip

So, a bureaucrat walks into a bar...

and says, "You want proof that a bureaucrat is funny?" The barman replies, "Okay, tell me a joke." The bureaucrat replies, "Sure, but if you want me to tell you a joke, then please fill out this permission slip and submit it to my supervisor in the morning at her office." The bureaucrat then hands the barman a form in an enclosed envelope containing the contact details of the supervisor's address, so the bureaucrat has permission to tell a joke. The barman replies, "Nope."
